won item, arrived broke, seller refunded 1/2 paypal holding full amount?

so i won an item for $19.74 shipped, paid and it got here broke, talked to the seller they refunded everything but shipping which I was fine with$9.99. wake up today and see there is another 19.74 being held from my paypal account? so not only did I already pay 19.74 but did get a 9.99 refund, paypal is holding another 19.74 and im not the seller im the buyer! any ideas? I checked and the original payment did 100% clear with my bank this is what its telling me at paypal under details Temporary Hold Information: This temporary hold was placed because your Direct Debit or Bank Funding payment was denied, cancelled, or refunded.The funds from this payment cannot be released until they have arrived from your bank account, which usually takes 3-5 business days. Does the $9.99 you accepted show in your Paypal account? It sounds as if the basic problem is that the refund has not cleared from your seller's account into yours.
