Buying Watch From Taiwan

I am interested in buying a watch that is going to cost $350.00. Seller says shipping is free . The item is in Taiwan and I live in the usa. Will I have to pay any fees customs or taxes on arrival? There was an experience . I sold items to spain last month .Items cost USD 510.00 , the buyer tell me to send the items as 20 packages , so the real value for each package should be usd 25.50 /package , It is the buyer that ask for small package , not me . I said why . He replies that :" kindly please send the items as small packages , it will make me low customs fee . " I don't know if it is ok , but I think the buyer know better about the rules at their local . The only I can do was sending the items as per buyer instruction , But I added an invoice on each package .
